P21 North Shore Region - Pathways to Success by 21 (P21), is a strategic initiative that supports
aligning youth services in Massachusetts, particularly for those young people
most at risk. P21 will convene key stakeholders and leaders on the North Shore to:

Increase the number of vulnerable young people succeeding in high school, postsecondary education and training, and the labor market.

Decrease disparities along key indicators for racial minorities, low income, foster and court involved youth.

Re-align state and local resources and programs to more effectively serve youth.

Create new investments in vulnerable youth from federal and foundation sources.

Youth Council:
The North ShoreWorkforce Investment Board Youth Council, is charged with implementing a Workforce Development System that assists all young people, age 14 - 21, as they enter into and join the labor market. The goal is to help young people move into local careers that provide economic self-sufficiency and upward mobility. Under this directive, the youth council commissioned two research projects, a survey and a series of focus groups, and a detailed youth service inventory outlining existing career and workforce services available to youth. The results of these projects are available here to assist in the development and support of youth career preparation programs and workforce development for employers seeking to connect with new and future employees.
